Can't sink or reign

I would like to translate this poem
Tides and tidal waves always happening in sea particularly near the shore and often damages and ruins the land itself. But it have a wonderful scenic beauty reminding us the plight of nature and life itself where tides are coming and going and ultimately perishing in oblivion a real event in the nature. good poetry.
