There is no need for the state or the like in all this.

The individual is a state, and the rest is a state too, one unto the other.

No one has power over the other, and simultaneously, both have power over the other.

For in the separation of Powers the Individual has power over the Rest if the Rest strike he has power to strike too

and vice versa too.

Thus, out of fear and respect for each other's equal power, all respect each other, if not out of heart, at least out of fear and calculation.
