Any dirty company
that is looking for a government
that will let it in,
knows that any government
that would let it in
is a pushover where dirt is concerned;

giving permission for a dirty company to operate
is telling it that being dirty's fine;

and time-averaging tolerable filth
by balancing highs against lows
is a farce, I feel,
when a blast from a high
leaves damage no low can heal.
