HURRAH for revolution and more cannon-shot!
A beggar upon horseback lashes a beggar on foot.
Hurrah for revolution and cannon come again!
The beggars have changed places, but the lash goes on.

Another satirical poem by Yeats. Political satire. Interprets what revolutions are worth. He writes that every citizen is a beggar. The beggar who sides with those who won in the revolution lashed out at those who are not. It is that simple.
