Then why is it so wet?

I've seen a lot of frogs after a rain.
Thought it rained them.

Seeing how it's so wet,
and if it rained cats and dogs at All.
Where is All?

Is that where the cats and dogs are?
Must be if it rained cats and dogs at All.

If there were frogs where are they?
or did it rain the frogs at All?
