We are all familiar with the saying that to err is human. We know from our own human nature that this fact is true. But to prevent people in the future from making our own mistakes all over again, new rules are made and the system is changed. The people in the future who had nothing to do with making the mistakes are the people who are expected to apply the new rules and the changed system. How fair is it? !
